Sheffield Wednesday Confronts a 'Significant Problem', Says Independent Regulator

'Our role is integral to football's future' - independent football regulator the new chairman

The team's persistent issues represent a a "serious issue" and the football regulator is aiming to acquire authority to examine team situations in such situations, the newly appointed chairman the official has stated.

During an extensive discussion, the chairman, who was recently selected, voiced concern towards Wednesday's fanbase.

Kogan met with four supporters' associations connected to the football team this week.

The Championship side have been struggling on and off the field in 2025, with the club failing to pay players on time on several different times, including in September.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a significant problem for football," the regulator explained.

"Wednesday stands as one of the iconic names for the English game and this week we have met supporters' organizations.

"We are seeking authority... which will allow us to have Sheffield Wednesday - and other clubs submitted for our review if they warrant scrutiny and acted upon."

Financial Struggles and Ownership Situation

The club's controversial proprietor Dejphon Chansiri indicated in the summer he would be willing to sell up at the stadium, but he has been unable to finalize an agreement with prospective buyers.

Failure to pay player wages on time in spring months caused limitations by the football authorities in mid-year, preventing the club from carrying out any player acquisitions for the subsequent signing windows, although that restriction was lifted in the end of the transfer window.

Authority's Position

The chairman stated: "The job [of the regulator] is there for the Owls followers, other clubs in similar situations where supporters are loyal to a community organization that has been part of their lives in multiple situations.

"I have absolute sympathy for Sheffield Wednesday, as I do for every team that over recent decades have faced collapse, or been close to going to the wall, for factors unrelated to the supporters."

Inquired if the regulator could force an proprietor to divest a club if they are considered unfit, the regulator answered: "If your question is 'would we intervene in the final instance?', the response would be once we collect the information and know what's going on, we will."

But the chairman emphasized that compelling proprietors to divest clubs would be treated as a "last resort" and the regulator would prefer to work with them.

"The final option we would consider is begin intervening in an specific team, an individual owner, without being able to work with that chairman to fix the problems affecting the organization and the chairman's encountering," the regulator explained.

"But the truth is, when you review the record of the sport, over the past few decades there have been certain proprietors, not many, but certain individuals who have acted carelessly in the manner they have operated their teams and eventually decline to assume obligation for the future."

'Errors may undo substantial development'

The regulator engaged officials from numerous teams to explain the responsibilities of the oversight body this week and maintained it represented a "proactive meeting" with a "substantial involvement" from the National League to the Premier League.

"The role holds considerable importance, because if errors are made, if the sport makes errors, the remarkable development accomplished might evaporate incredibly quickly," Kogan said.

"And that's what nobody wants in the realm of domestic football is a major achievement - we need to continue the progress.

"Substantial financial resources coming into football and has been channeled for the past two decades, because there's no guarantee it will keep flowing into the sport, which is one of the reasons why I think we have to maintain a focused outlook on risk and of course, of the coming seasons."

Premier League Concerns

Elite division representatives objected to the creation of a regulator because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but Kogan said: "I'm absolutely committed to the success and growth as an financial organization of the top division.

"I of all people understand the concern of undermining the division as a high-quality offering of the nation. But simultaneously, if you engage with division representatives after this week's discussion, they would have had a high level of reassurance -and, in fact, they have been telling us in private they have a considerable comfort."

Political Connections

The chairman continues to confront a "full inquiry" by the public appointments commissioner after he acknowledged providing funds to the political party in the past.

The chairman contributed funds to Culture Secretary the minister's leadership bid, along with that of the current Prime Minister.

"I have fully disclosed my past party membership [with Labour], and that party membership ceased the day the select committee approved my appointment," the regulator explained.

"I am presently disconnected from any form of political activity."
