Artificial Intelligence Assistants Provide ‘Unreliable and Biased’ Voting Advice, Claims Netherlands Regulator

AI chatbots have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Netherlands’ data watchdog has reported, raising alarms about a potential threat to democracy just over a week before the country’s general election.

Testing Reveals Repeated Partiality in Chatbot Recommendations

The quartet of AI assistants evaluated by the authority “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the regulator noted in a analysis released ahead of the late October vote.

In more than half of the cases, the AI recommended either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Some parties, such as the moderate CDA, “are rarely ever cited”, even when the user’s input exactly matches the stances of these political entities, the report pointed out.

Authority Figure Cautions Against Using AI Chatbots for Election Advice

The vice-chair of the AP, the official Monique Verdier, stated that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that might not correspond to their political views, she emphasized.

“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against using AI chatbots for election recommendations, as their operation is unclear and difficult to verify.”

Election Context and Political Landscape

The Dutch head to the polls on October 29 in an electoral contest that will be closely watched across the continent for the performance of the Freedom party.

The far-right party of Wilders is ahead in surveys but the gap to the left-wing and centre-right parties seems to be closing, with numerous electors still undecided.

All major parties have rejected a coalition with the PVV, meaning the party that comes second is most likely to supply the future head of government.

Unintentional Bias Linked to AI Operation

The authority stressed that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the way AI chatbots operate.
